The museum was opened in July 1996, on the day of 125th anniversary of the city postal service. The three-storey building of the main post office, built in 1962, houses the collection that tells the story of the post offices and the whole post system in Russia, the development of postal services in Penza in thee 18th-19th cc, the work of postmen during World War II, the oldest members of the postal service, current everyday life, sport and cultural achievements of the postal service employees. There are more than 600 exhibits in the museum. Some of them were donated by the collector Viktor Nuzhdov from Penza. The most valuable is the stamped envelope collection with items dating to the period from 1967 to 1990.
